聘用外籍生TA相關規定

Regulations on Employing Foreign Students as TAs

 

依據「就業服務法」、「雇主聘僱外國人許可及管理辦法」規定:「外國人受聘僱在中華民國境內從事工作,除本法或本辦法另有規定外,雇主應向中央主管機關申請許可。」如欲聘雇外籍生身份學生為TA,需依規定申請「工作許可證」。若未依規定申請工作證,即受僱為他人工作者,得處新臺幣三萬元以上,十五萬以下之罰鍰。

According to the Employment Services Act and the Regulations on the Permission and Administration of the Employment of Foreign Workers, “Unless otherwise provided for in The Act or in the Regulations, an employer shall apply to the Central Competent Authorities for a permit to recruit Foreign Worker(s) to engage in occupations in the territory of the Republic of China.” For foreign students to be employed as TAs, please apply for a work permit as according to the regulations. Violations of the regulations may be punished with a fine at least NT$ 300,000 and at most NT$ 1,500,000.

1.      評鑑值低於3.5TA不續聘為新規定,上學期許多TA評鑑未達標準並非TA不好,而是溝通上出現問題,能否暫不計較,讓學生以後能繼續擔任TA

The rule that TAs with evaluation results below 3.5 are no longer eligible is new. Many TAs did not achieve 3.5 last term because there has been problems of communication, not because they were incompetent. Could they still be hired in the future?

 

教學發展中心回應:目前並非規定「永不錄用」。至於是否讓未達標準TA休息一學期或經培訓後繼續擔任工作,尚在研擬當中。

The CTLD’s reply: The current rule does not say these TAs will “never” be eligible again. The CTLD (Center for Teaching and Learning Development) is still considering the possibilities of employing them again after a “time-out” or further training.

 

2.      大學部TA限大四學生擔任,排除許多優秀人選,讓教師尋找TA更加困難,提議讓教師自行判定學生是否有能力勝任TA工作,不受年級限制。

Limiting the qualifications of undergraduate TAs to 4th year students eliminates many ideal candidates, and makes it even more difficult for teachers to find suitable TAs. It is proposed to let the teacher decide whether a student is competent for the job, regardless of what year the TA is in.

 

教學發展中心回應:將商討相關規定是否有修改可能。

The CTLD’s reply: The possibilities of changing the current rules will be deliberated.

 

3.      有些老師課程安排上不需要TA隨時到班上協助,TA工作項目能否做調整。

Some teachers do not find it necessary for TAs to sit in during classes all the time. Could changes be made in this respect?

 

教學發展中心回應:每門課的需求不同,TA與學生的互動方式亦有多種可能,但要讓學生感受到TA的存在,應為起碼要求。

The CTLD’s reply: Each class has its respective needs, and there are many possibilities of interaction between TAs and students, but it should at least be requested that students should be able to feel the “existence” of their TAs.

 

4.      以評鑑值數字決定TA能不能續聘不夠審慎,提議設立專門的委員會,個案審查評鑑值未達標準的TA能否續聘。

The results of the evaluation should not be the only standard in deciding whether a TA remains eligible. It is proposed that a committee be established to inspect case by case whether TAs who have not achieved the standards can still be employed.

 

教學發展中心回應:將考慮為申訴TA成立委員會,決定是否准許繼續擔任。

The CTLD’s reply: It will be considered whether a committee can be established to answer the entreaties of TAs and decide whether they can be employed again.

 

5.      評鑑問題太著重在學生的「感覺」,而非客觀事實的評斷,且內容有許多與外文類教學情況不符,提議修改。

The questions in the evaluation focus too much on how the students “feel” about their TAs, and not enough on objective facts. Nor do the questions necessarily meet the needs of foreign language courses. Several changes are proposed.

 

決議:委請何任遠老師整合意見,提出新的問卷內容,並於1115前提供給教學發展中心。

Resolution: Prof. Chris Merkelbach is entrusted with the job of collecting suggestions and putting together a new evaluation sheet to give to the CTLD no later than November 15.

English Proficiency Test for Overseas Chinese Students & International Students, 2009

 
  • Objective: To solve the problem of differences in language proficiencies resulting from the differences in cultural/educational backgrounds, overseas Chinese and international freshman students are required to take the English Proficiency Test before enrolling in Freshman English. The examinees who pass the test can take Freshman English according to the class schedule specified by their College or Department and those who fail will be placed in special classes according to their abilities.
  • Examinees: Overseas Chinese and International freshman students
  • Date of Test: Saturday, September 12th, 2009
  • Examination Room Allocation: Examination room allocation will be announced at the following links after 10 a.m., Wednesday, September 9th, 2009.
  • Examination Results Notification: Examination results will be announced at the following links after 8 p.m., Sunday, September 13th, 2009.
  • Make-up Test Policy:  
    •  A make-up test will be arranged for those absent due to unforeseen reasons.
    • The make-up test will be offered on Monday, September 14th, 2009. 
    • Testing room and time schedule will be announced at the following link(http://www.forex.ntu.edu.tw/news/news.php?class=101)
    • To take the make-up test, examinees must submit a “Request to Take the Make-Up Test” form no later than September 10th. Please download the form from the following link(http://www.forex.ntu.edu.tw/news/news.php?class=101)
    • Examinees who attend neither the proficiency test nor the make-up test are NOT allowed to take Freshman English.
       
  • Course Selection :
    •  International and overseas Chinese freshman students DO NOT need to register for Freshman English via the online course selection system.
    • Students who fail the English Proficiency Test need to take special classes according to their abilities; the rest will take the Freshman English course according to the class schedule specified by their College or Department.
  • Exemptions from Taking Freshman English:
    •  Overseas Chinese and International freshman students who score among the top five percent in the English Proficiency Test can waive Freshman English.
    • Students who can produce the true copy of one of the certificates or result slips of the following standardized test can also waive Freshman English:
      • Certificate of the General English Proficiency Test (GEPT) at the Higher-Intermediate level both in preliminary test and final test.
      • Result slip of the new Internet based TOEFL (Test of English as Foreign Language) with score of 80 points or higher.
      • Result slip of the IELTS (International English Language Testing System) Level 6 and above.
      • Certificate of the FCE (First Certificate in English) Level B and above.
    • The "NTU Application for waiving Freshman English" form must be submitted to the Office of Department of Foreign Languages and Literatures no later than September 12th. Please download the form at the following link(http://www.forex.ntu.edu.tw/news/news.php?class=101).
